Having facial characteristics of someone with downs syndrome is predicative of downs syndrome. There are other people with other genetic disorders/head trauma/etc. who also perform lower on IQ tests with physical characteristics that do not resemble individuals with down syndrome. Therefore, there is no "skull shape" that is predicative of "low IQs". Having small ears is not associated with "low iq". Having some characteristics and not others isn't correlated with "low iqs".
