Unfortunately, this does mean excluding legitimate sites that are generating their income via Amazon. Maybe they should find another affiliate, the one they're currently affiliated with is associated with a bad crowd.
(I was particularly amused with finding one AI crap page with a restrictive license, steal other peoples stuff, stick it in a blender, and claim exclusive rights on the gloop that comes out)
