There isn't a chance in hell this passes Constitutional muster. I suspect this would butt up against the 8th Amendment prohibition of cruel and unusual punishment as it would preclude family visits, appropriate healthcare, and probably a raft of other considerations. American inmates are still under US jurisdiction, and are still afforded all the protections enumerated in the Constitution. Shipping them off to a 3rd world nation outside of US control and jurisdiction is almost certainly a violation of their rights.
