When did people stop teaching their kids not to scream on top of their lungs in constant stream?

I get loud laughter, giggles, some sudden screams...but every single word being YELLED at the volume of a heavy metal concert is overdoing it for me. Seriously, like those kids who come to play to the kids park near by have zero idea how to talk without it coming out as a howl.

Kids be kids but...some manners?
Trying to vent the apartment and they shake the window panes with that shit.
