Actually, in *political* terms it's pretty obvious what's happening: JRM has realized that his party will be in opposition in less than 12 months' time, he's on the out with Sunak, so zero chance of a ministerial post before 2029-ish, by which time he'll be 59 so too old party leadership in the next Tory government.
His career is effectively over.
So like other Tory grandees before him (eg. Michael Howard) he's now at liberty to talk sense rather than pander to the knuckle-draggers.
