So, if say, Cigna covers gender affirming care for Kroger employees in TN, then TN won't allow Cigna to work with Medicaid whether it covers gender affirming care for Medicaid or not. That has nothing to do with taxpayers.
Secondly, gender affirming care is healthcare that makes a huge difference in the lives of the amazingly tiny minority of the population that needs it. We're talking less than 1% of the population.
Third, you could make the argument that taxpayers shouldn't have to pay for say, cancer treatments, because that's somewhat behavior related, but we do, because we've decided as a society that it's worth it that people live decently healthy/long lives.
