The '14 era Inspiration didn't have that. The '24 era does. I don't need to do probability math to tell you that a player having rolled too low on a d20, given the choice of '14 Inspiration or '24 Inspiration, will always choose the '14 rules. Their final result can't decrease under '14 rules, but it can under '24 rules. I see that as a worsening of the utility of the mechanic and I don't understand why they'd make it less helpful in that way.
