Putin's spokesman Peskov said "easing the rules on the use of Russian nuclear weapons is necessary" due to the "current situation." He was referring to Biden's authorization for Ukraine to use long-range missiles against military targets inside Russia.

According to the new military doctrine, Putin can launch nuclear bombs in response to attacks with conventional weapons. In other words, if Ukraine launches missiles at Russia, Putin would now be authorized to respond with the use of nuclear weapons.
