Of course I could imagine 1000 different approaches with a compressed archive or a bespoke format, but the advantage of an actual image format is that… it's an image format fundamentally. So it has some amount of cross-platform compatibility and viewability out of the box, even if it wouldn’t necessarily work as a _dynamic_ wallpaper everywhere to start.
