Well from an easy mathematical perspective if you were to base the size of "government" off employee per square mile and you were to increase a MASSIVE amount of square mile then government would technically be smaller.
Unless you figure government employee per citizen then it probably wouldn't really change at all.
Whitney probably assumes "territory" equals "government."🥴
