Just talked to a PL PhD student from China who is graduating soon from a US university. They just got a paper into PLDI (top venue in our field), but can't go present it in Denmark in June because their student visa expired and they can't leave the US (or if they did leave, they'd have to go back to China for weeks or months first). My own Chinese PhD students would be in the same situation. Everyone knows about this, and everyone just shrugs and says "Oh, well, what can you do?" I hate it.
