They’ve only recently begun relaxing this rule by allowing ScummVM. iDos and others have been removed. I believe the rule that was violated was no interpreted code that originated outside the AppStore.
It never stopped devs from shipping emulators that included licensed games, like the now defunct TG16 collection, or the retro collection by Sega.
Most of the apps purporting to be emulation apps on the store are fraudulent (see “PSP Emulator”)
