One of the odder Traveller campaigns I was in had as a core element an odd Imperial hostility to elements needed for trade. Star maps were classified, for example. Most of the sessions before the campaign fell apart involved end runs around obstructive bureaucracy. No idea why the GM made those world-building choices but it made being a trader seriously unfun.
