I read that book 15 years ago, so my memory is a bit dim, but I recall thinking the whole time that Neil Gaiman was at the time still relatively new to living in the US, so it's very much about his own sense of this new place he was inhabiting and how it's different from Europe. That's very psychological reading of the novel, but I think there's a lot to it. We're seeing an Englishman's impression of America a place with "no history."
