I would say if a FIXME has been there for 8 years then it's empirically not priority and that's fine. I prefer a FIXME staying for 8 years and conveying an intent or a thought through time, while not getting in the way; rather than a JIRA task being deleted after 1-2 years because prod decided to cleanup.
