It probably isn't collecting and sending usage metrics. Well, it could be, but it likely "needs" the phone app because the figurines are DRM'd. Probably require cryptographic signing key (stored on the figurine, sent to the phone) which is validated by Toni/Disney before the MP3s are downloaded.
