The solution: Implementing an "impact" score for changes, along with an "access level" for all users.
The score is based on how much of an impact that change will have. If a popular book is impacted negatively, then it'll have a high score.
Admins and librarians have an "access level" above zero. If access level > impact score, then we run the change automatically.
Otherwise it needs to be approved be someone with an access level > impact score.
Simple, but will reduce a bunch of work.
