Update. I bring this up because I've seen misunderstanding on this point. I once wrote a quiz on the US constitution for my college students. Soon after that I happened to be eating lunch with the mayor of the town where the college was located. He was curious to hear more about it. One question asked whether our constitution authorized the president to declare martial law in cases of genuine emergency. He was truly surprised to hear that the answer was 𝙣𝙤.
