The government gives students a loan at below-market rates with income-dependent repayment and write-off terms for those doing first degrees (funding for subsequent degrees is more limited), and public funding covers a large chunk of the cost of delivering HE.

The system of HE finance IS the state provision—the equivalent of going private would be, say, paying full fees in another country.
