1. politicians can and usually do things that are suboptimal. Implementing rules that cause productive citizens to flee and thereby killing the economy is quite realistic behavior for a politician.
2. there are a lot of things that bind you to your location. Like soldiers at the border or jobs, social circles and possessions that are harder to transfer.
