I recommend looking into Workspaces. Tabs in Workspaces are accessible from multiple windows and are not closed when you close one of the windows.
Tabs in the window's main view (first option in the Workspaces menu) on the other hand do get closed when you close that window.

Also, when the tabs do get closed accidentally, you can reopen them from the Closed Tabs menu (check the Trash button on the far side of the Tab Bar or in the Windows Panel).
