The value of one person's vote is tiny. The new NH law, requiring proof of citizenship to register, will impose a significant burden. A lot of people may decide it just isn't worth the effort to register. What's worse is that these will include people who understand cost-benefit tradeoffs, i.e., ones who would vote intelligently.
