I am arguing that being a build system is not a defining feature for them.
If you look at GitHub, it runs tons of builds per day. Do we call GitHub a build system then? No, we call it GitForge, because while building things is a necessary part of it, it is not what it _is_.
There are many scalable systems which can execute build recipes in the cloud, only one of them is COPR because it doesn't just build things on request.
