Many people have already uninstalled the banned apps making it easy for the govt to do mass surveillance by forcing people to use approved apps only, which may be giving backdoor access to govt. This is not going to be the final ban, they can still ban Signal. They may be starting with lesser known apps to see how people respond before proceeding with more popular apps.
