The decline of "serial killers" and the rise of "mass shooters" is a direct consequence of the surveillance state. Since everybody knows that if they become a killer, they will be found, they can no longer prey upon the state's flawed methods of detection. Instead, they can only prey on the state's low response time, doing as much damage as possible in as short a period as possible.
