Nobody chooses the state. From their beginning states have been violently imposed on people by ruling classes that are not themselves subject to state violence. The first states had walls to keep their subjects inside them. States have always violently imprisoned their subjects. Now the walls aren't so physical, but it's still impossible to leave.
