Does anyone know how to restore the "Create shortcut" option in Chrome that lets you open websites in their own window?

It was there until I needed to remove/reinstall Chrome, and now no sign of it - nor the install option for PWA.

I've reset Chrome, removed all the previous PWA/shortcuts I had created, removed/reinstalled Chrome again, and nothing is helping.
