Lenticular film over static prints that has been around for decades is highly dependent on moving your viewing angle to see the effect.
Could be some sort of higher density process or perhaps just a gimmick aimed at making retail displays more interesting to viewers walking by?
Also have to wonder if the video source needs to be specifically encoded to make that work — maybe realtime in display?.
