I'd trust the tall buildings in Tokyo more than those in LA. Single-family are also both probably OK in both (wooden buildings, especially post&beam, do well with earthquakes if the foundations are good; but Japanese tile roofs are heavy). Anything else is questionable in both cities.

But in terms of overall preparedness, Tokyo wins big-time. (We also had twice a year earthquake & fire drills in Tokyo)
