When there is no mechanism within a society to address a blatant wrong, people are driven to exact justice for themselves. Until the advent of organized courts of law, the murder rate in Europe hovered at between 5 and 8%. At times, it went as high as 14%. While those courts were imperfect, just the perception that a person might have a mode of redress was enough to chose NOT to resort to murder.
