They don’t look like they extend far enough for any real usage (though I may be misinterpreting the visual data due to angle/lack of real size reference) but they could totally be some form of Juliet balcony, thanks! I was thinking it might be some sort of system for passive/low energy heating regulation, using them as fins, but it seemed silly. :)
