So I think that, for a human who *deliberately* manages an environment variable, probably they're better off modifying "~/.profile". Which *isn't* subject to automated modification by programs.
The "~/.config/environment.d/" files are still good, for automated management by programs without needing to touch the user's "~/.profile" and probably screw it up.
