Then we got fed up and a neighbour got us to document all aggressive incidents etc. The Manager was overwhelmed with reports and at last action was taken. The tenant was surrounded with a wrap around service through a local NGO. Turns out there was mental Heath issues plus addiction. We now have an amazing neighbour. A reborn soul. No issues at all for a decade.
