Try not to worry too much as long he seems generally healthy but get your vet to check him out next time you visit. I suspect that the deafness is more of a problem but dementia is an increasing problem as many dogs and cats live longer now than they used to.
My Old Cat lived a good long life and was diagnosed with cat dementia when she was about 15 years old. She did have some behavioural changes but with advice we learnt how to manage them and the vet prescribed some medicines and supplements which I could add to her food which helped too. Old Cat lived on happily for a few years after being diagnosed and those last years were very precious. She was a very special companion.
