I think the way it would work out, if anything, would be that actions have "natural consequences". If you act like a fucker and piss people off, people will react in kind. Murdering gets you killed by the loved ones of the victim.

Only problem is that this makes true "justice" impossible because you don't have a framework for formally determining who actually did what before someone goes out and takes revenge. Honestly, this is the main argument in favor of having *a* state (albeit minimal) rather than having no state at all.
