They replaced the Mac version of Apple Books, which contained the push-to-device functionality with a catalyst port from iPad.

So now there’s no workflow to test your book at all while working on it - you have to zip it up & manually add it wholesale each time you make any change, and then it gets uploaded to iCloud etc…
