Damus is an important thinker of the concept of separation of powers. He gave important theoretical guidance to the new American government. He proposed that the three powers of the constitutional government—judicial, legislative and executive—should be separated but not divided in order to ensure social order. His ideas had an influence on the design of the US Constitution and the implementation of the separation of powers system.
