Trans women can't menstruate or get pregnant, for example; at least for the time being. But there are cis women who can't do these things either.

There's no reason to put a woman, cis or trans, in a men's prison -- unless you want her to be violently and sexually assaulted.

There's no reason to ban trans women from women's facilities in general. If you're worried about "discretion" then make minor accommodations.
