Whereas the USA actively developed first-strike, offensive capabilities including global force projection.

I am often reminded of this because, now that I'm living in China, most of the apartment or shopping malls' underground parking centers are reinforced and built to be sealed civil defense shelters where people would go for shelter in the event of a war or military strike. You drive into a parking deck and suddenly you see these massive concrete walls with thick blast doors and markings on the walls directing people where they would go. This is so completely foreign and novel to a Westerner like myself, because things like this entirely do not exist in the USA. American news will sabre-rattle against countries like China and accuse them of being warmongering aggressors. Meanwhile, China is building defense shelters around the country because they are scared of being the victim of an American strike.
