in any sane world, these stupid brick-heaps would be offloaded to the local municipality to do whatever they want and can, but the czech government had, a decade ago, an amazing idea to prop up the (state owned) czech railways by a big one time money transfer when the (state owned) infra manager bough the station buildings from them, so we're stuck with this idiocy
