I made a wire frame for inside the head, papier mache for a seagull's beak (I didn't know about foam), made a hinge using bent wire so the beak could move when talking, and hand-stitched felt for the surface. It was heavy, and your hand got really hot and sweaty inside. I also made a portable stage using the remains of a bendable lawn chair. It fit inside a suitcase. You do a much better job!
