Formats 18 and 22 are legacy formats in YouTube for 360p and 720p respectively, which work on devices that don’t support DASH. The 360p format also contains a 96kbps AAC stream, and the 720p format contains a 192kbps AAC stream, which is higher than the max bitrate offered by YouTube for DASH audio in AAC, format 140 at 128kbps. I say this with experience downloading YouTube videos in many formats.
I hope youtube-dl catches up and merges changes from yt-dlp...
