As the Kerner Commission rightly pointed out in 1968 most "riots" in the United States are actually rebellions against white supremacy and inequality. There were many actual riots during that period of unrest though (let's call it 1964-1973) but those were literally police riots. As in, the police were the ones rioting.
As for people who are not cops MLK said “I think that we’ve got to see that a riot is the language of the unheard."
