Looking for a new media streaming device to replace my PS3.

Requirements:
* stream locally, using an open, publicly documented protocol
* CEC control for media selection, control, and ffw/rew
* 30x and greater fast forward/rewind or other fast skipping
* h264, preferably h265 and bonus AC4
* full HD, 4k would be nice by not a requirement
* easy to setup and maintain, no install random OS and this set of ten packages, and configure these five services
