There is some truth to that. The .45 is limited in velocity due to case and bullet size so many of the loadings are subsonic or near subsonic while 9mm is a higher pressure round and has higher velocities.
The same hollow points are usually made available in both calibers though so the .45 hasn't really sat still it just kinda reached the limits of its potential and the 9mm is soon to follow if it hasn't already reached its potential.
