Posts/notes are just little chunks of text cryptographically signed by your private key. Once signed, they can be broadcast to any public relay by anyone, and can be read from those relays by anyone using your public key. Client apps like Primal/Amethyst/etc., have a pretty UI to make it feel like a familiar social media experience.
