I can not see any reason why not, but it may be restricted by the mobile phone network provider since they are much more restrictive in USA than elsewhere, particularly about demanding operator-specific models of phones and such.
I believe the current mobile phone protocols are generally inter-continetally compatible now, which was problematic earlier, but I'm not an expert. ;-D
To be safe, you should probably ask the network operator directly...
