Sure, if you release all the transactions over the next 20 years. What happens if you take 992,063 sats (just .0099 BTC), and send them all individually right now bloated with a bunch of ordinal crap and set to a very high fee (because you're a nation-state and you can print enough to make the fees very high). If the transaction size was related only to the inputs/outputs, then the attacker couldn't get enough bitcoin to pull off the attack, but since the size is now arbitrary, all they have to do is afford a high enough fee to crowd everyone else out.
