this could cause issues with communities that are often harassed like LGBTQ communities and such, I feel. I would worry for their safety if such thing was implemented and not done with very great care to make sure all blocks are 100% enforced. As of right now, user level blocks don't have to be enforced unfortunately. Which IS changing, but we don't know how fast that change will come.
