I think this could be possible, perhaps using zero knowledge proofs with neural computers a person could in an instant vote on any issue and make an update to the code? The largest issue I see with that is the potential for someone faking votes in a way but I'm sure some kind of decentralised ID system like polygon ID may be a solution for that.
